Don Carlos Méndez Martínez was born in Aguadilla, Puerto Rico. He is the son of Doña Rosita Martinez and Don Pablo Mendez. He began his studies at Eladio J. Vega Elementary School, and the Marina Middle School now named Añeses Morell School. He continued studies at the José De Diego High School. At the age 17 he joined the United States Army, and at the age of 19 he was a Veteran of the United States Armed Forces. Taking advantage of the benefits under the GI-BILL he studied Gemologist Science and jewelry design. He opened his own business in jewelry and later focused on a real estate business. He also studied political science and philosophy at the University of Washington.
In 1995 he returned to Puerto Rico, and in 1996 aspired to become mayor of Aguadilla City, position that he still holds at this moment. He was president of the Federation of Mayors of Puerto Rico during the years 2003 and 2004. He is currently chairman of the State Republican Party of Puerto Rico.
